Traffic jams...iam missing them!!!

Going to office in India is like wasting half of the energy in travelling to office and back home and this is nothing but going through a hell of traffic jams, honking horns and pollution everyday. Leaving for office and back home in the evening, always brings a picture of the entire road in between packed with vehicles moving at a speed of 5km/hr. But who is responsible for this....are the traffic rules inadequate,or are the traffic personals not taking the control responsibility,or are the people not following the rules? According to me vehicle drivers are more responsible than anyone else in creating a smooth and easy traffic flow on roads. I literally got an instance of this few days back.

Me and my husband were having a walk and on the way we came across a four roads cross. I also noticed that the traffic signals are not working and there is no traffic hawaldar, but still the traffic is smoothly moving on each of the four roads. I asked my husband about how is this possible. He said just wait here for 5 min and observe on your own. What I saw was vehicles were passing one by one from each direction thus allowing to clear the traffic uniformly in all ways. But how is this possible....do they shout and tell each other that "Its my turn, I will go now, you wait"?No its nothing but the traffic rule people follow here and indirectly they respect their traffic department. I was expecting to see a traffic jam after so many days but it didnt happen :-(
No iam not comparing two countries but what I admire is the discipline with which driving is done here.
Two things I must say that a vehicle driver should always follow and those are patience and courtesy.
